low oil pressure on startup

I'm not talking 5-10 seconds, I timed it at 40 on Monday, that is excessive.

mine was doing that before the rebuild more so in cool months with 5w-30, all my bearings were wiped no babbet left and scored( except cam bearings were fine) no idea how I did not knock

You need to drop your oil pan and inspect the pickup. The pickup could be loose or it could be clogged. If the pickup is clean and tight, clean the oil pan and put a fresh gasket on it. If the oil pressure is still low, then it's probably time to replace the pump. Checking the pickup costs nothing but a few minutes time and a little gasket maker, and its worth cleaning it in any event.
