This is why you failed inspection,, you did not give your

Your scanner can read readiness that is all you have to do,,

Lanzu is right. Not Ready has NOTHING to do with any SES lights. The engine and ECU must run it's cycle. Don't disconnect the battery and stop using you OBD scanner TODAY!!! Otherwise your not ready status will forever remain, Not Ready... I learned this the hard way...

I did also previously have a fuel vapor sensor "Not Ready" when I attempted the last state inspection,.....
My Actron P1980 does not see that as a pending code.....still might be there and just not readable by my Actron unit.
If I take it in tomorrow (the last of my 14 days to re-innspect for free) should it now pass??

HEY LANDZU: (who teaches people to do state inspections) HERE IS TODAY'S UPDATE: I have put 210 miles on the truck since replacing the O2 sensor............I now am down to ONLY ONE ** "PENDING"** code and that is "System Lean"and again,...........that is a "PENDING" code.

You have one "Not Ready" unless Austin has different Insp than Dallas one "Not Ready" will Pass
Pending Codes,, I have never heard of ,,which makes me thing that they want to sell something.
Here in Dallas unless the Check Engine light is ON or you have more than 2 not ready codes it will fail.
No CEL and 2 or less not ready status and you pass no matter what codes come up.
I have found most Nissans V6's have a knock sensor fault that will show up and will not fail
even though it shows up as a fault,,, it will Pass.

I have the phone # for Dallas DPS 214-861-2400 but like I said if
Austin has a Different Insp I don't know I would not think so.
Houston has the same state Insp as Dallas.
El Paso has a different state Insp due to Mexico's lack of any emissions,,
and the rest of the state that is safety.
I just looked up the counties in Texas that have emissions
the Austin area is Travis,,Williamson
Dallas/Fort Worth area ,,Collin,,Dallas,,Denton,,Ellis,,Johnson,,
Kaufman,,Parker,, Rockwall,,Trarrant counties.
The Houston area is Brazoria,,Fort Bend,, Galveston,,Harris,,Montgomery counties
as Austin is in the same list as Dallas I think they are blowing smoke.
So no CEL ON and 2 or Less "Not Ready" codes your good.

a pending code is one that has not fully triggered the system... most codes need the fault to occur on two consecutive ign cycles in order to set the mil on. if it sees a fault once, it stores a pending code and waits to see it again... also, distance is not what you need to reset the monitors, you need a proper drive cycle, which consists of driving the car in different ways, to fully do one, it takes only about 14 miles and a full night... with a pending code in the system, the monitor will not complete. you need to just keep driving the car. do not clear your codes at all, however it is ok to check your readiness status with your scanner. dont worry about the pending codes, the light will turn on if they turn into an issue, you need to just get your monitor to complete, drive it... when car is cold, turn key on, not started, wait 2 minutes, start it and let it warm up at idle, then do the following...2 light accels to 35, 2 med accels to 45, 2 hard accels to 55, letting the car engine brake down after each accel... then drive the car at 55 for 10 minutes and then at 45 for 8 minutes... cycle the key when all done, and check your readiness, you should be good.
