Cool serpentine squeal or chirp but its not the belt

Hello been awhile since I have been here got question on noise on my 01 disco se got 106510 miles on her I have replaced front and rear drive shafts have had head gaskets timing chain oil pump coolant hoses put in new valves in heads have had tranny serviced only thing left is to do power steering flush. We had some really cold temps here in Kansas around 0 to neg 5 and when I would go out to start rover I got this chirping sound sounds like a belt but is coming from middle of rover it will do it while sitting if rev it up it does it will go away if you drive it but if you stop will chirp chirps if you go over bumps will chirp if you give gas in gear but not all the time will chirp if you power brake it only for few seconds now I noticed on really cold mornings it will act like the emergency brake is on when trying to drive would have to have rpms up to 2000 to go 15 mph but after less than 5 mins starts to roll with less resistance now if its above 0 have no problem moving no resistance had mechanic check tranny says its full but noticed a whine now it chirps in park or neutral and in gear but only when you give it gas now I'm too fat to get under it to see if I can find noise could be something loose but I would think my mechanic would find it any help with this please thank you

I'd check out the tensioner and idler pulleys.

The drag could be the fluid is really cold, and a bit thicker than your used to. Usually that feeling will go away in a few minutes.

x2 on pulleys. while in squeal mode. systematically squirt some lube on them 1 x 1 till you find the culprit.
