Default Instrument lights turn on with brake?

I just noticed this this morning. When I step on the brakes, while the engine is on or just key is on (and lights turned off), I see the instrument cluster lights come on. When I take my foot off the brake, they go out. There's no other anomaly or action and, in fact, while I have the lights actually turned on, none of this is happens at all. Any ideas?

Thanks in advance.

Thanks for the response. I did find that, although the bulb itself was not blown or incorrect, it was pushed down in the socket too far. I reinserted it, this time not using as much force to push down, and it worked fine. Problem solved.

Thanks again for the suggestion.
