Default Moving liner

Recently bought an "unfinished project" 1998 Freelander. The car is intact except the head was off the engine (found it in the back). When I looked at the top of the engine (I could see the tops of all the pistons) I noticed that one of the cylinder liners was protruding about an inch above the the top of the engine block. I have read all about this phenomenon in this forum and others. Apart from this anomaly the rest of the engine including the head looks ok. What I am interested to know, before I lay out 1000s of dollars on a new engine, is it possible to repair this engine? The other liners look fine (no sign of movement). Can you secure the loose liner or is it feasible to fit new liners and pistons or should I just bite the bullet and go with a new engine?
