Default Idle air valve broken?

Hi

My disco 1 1994 v8i is not starting. Could it be the idle air valve (4 cables on top of engine block) its been idleing bad for a long time and now its not starting. Its a loud strange vibrating sound from the idle air valve and it seems to be jammed.

Could this make the car not start?

You probably need a tune up.
Hold your foot 1/4 of the way down on the gas pedal and try to start it, if it starts clean the IACV, if it does not start you need to check for fuel pressure and spark.
