Default HVAC / Temperature Control

2009 LR2: The issues were my HVAC was stuck on defrost and wouldn't shift to front outlets or feet while not being able to regulate temperature (hot). I picked up a used HVAC control panel and I made some head way. The new / used panel worked but the drivers side would not modulate temperature while the passenger side operated normally. The (3) directional settings worked, heated seats and windshield all worked. Anyway to test a panel? Go for a new panel? How common is this HVAC issue?

Land Rover found a short in the power feed (inside the dash area) to the motor that controls the mixing door in the HVAC plenum. (4) hours labor to fine the short and replace the section of wire. All else check out ok
