I'll be turning 18 soon and my parents are thinking of getting me a harbor freight 2,000lbs winch. Would a 2,000lbs be enough to lug a 6,500lbs rover up a hill? I know its not putting 6,500lbs of resistance on the winch, but is 2,000lbs winch enough?

It is better than no winch, but depends on how much you like to get stuck, angle of hill, etc. But it beats digging out with a shovel or having to sink to the bottom of the food chain and call a friend with a Jeep, enduring endless torment from that day forward....

Back around 1990, the Doraville assembly plant for GM over on I-285 had thousands of C containers staged in large lots outside the plant. It became more effective to rearrange this "antpile" by using a couple of those to lift, move, replace the fully loaded containers. About 8 hours each day, for months and months.
You want a winch that can handle 2X the GVW....so an 8,000lb winch would be the smallest you'd want to go with. You would destroy a 2,000lb winch with your Rover.

Agreed. The first time you're stuck in mud and your 2000lb winch cant pull you out you'll be kicking yourself for not getting something bigger.
Start looking around for a used 8/9K winch within your price range.
2k would be fine to assist with maneuvering around obstacles on a hill, or for assisting getting pulled through slippery mud, but too light for pulling out of mud. It's not just the winch and it's brake, but the rating of the cable and hook you have to take into consideration. You can get a 8k winch for as low as $400 in some places. But if you are destined to get the 2k from your parents, then by all means take it. It could help you when you least expect it. I'd first try to get a 6k from harbour freight at the very least.

Save your money an go bigger then 2k. I can stall a 3k winch on my ATV without even trying hard and it weighs about 1000lbs. Even with a snatch block a 2k isnt gonna do mutch unless you need just a little nudge to get moving. I would look for a good used winch the proper size 8k+. Keep an eye on Ebay,Craigslist,local classifieds,etc.

This is a tool that you don't want to skimp on... primarily because when you reach the point of needing it, you don't want it to fail you (whether it be underrated, cheap, etc.).
I wouldn't waste the time to add a 2k winch to your ride. As has been said, get at least an 8k - check CL, etc. for good used ones (and if possible, have the seller prove to you that it works).
