I just picked up a warn M8000 for $250. It needs a new connector. Now the bumper is next.

Start searching the different Rover forum classified section for prices in your area.
Before you use that winch, check the cable, it looks pretty bad and if so consider up grading to synthetic winch rope which is a lot stronger and won't kink and fail.
There are a couple of bumpers on the forums, you should up-date your file showing where you are located so we can help you.

@Olywa - There is a brush bar for sale on the Seattle craigslist for $100(or is that yours?). I've seen them advertised for up to $400 for a DI.

FYI - I actually sold my factory brush bar (DII) for $600!!....I'm still in shock about that one

If it's in GREAT shape I'd say $200-$250 would be a reasonable start......once that $100 goes away
