The brake pump should eventually shut off after building pressure. The pump's relief valve could be stuck open, or it could be a leak in the modulator.

How long did you wait for it to cut off?

First, what year is it, makes a difference?
How well do the brakes work when you stop hard, how about if you stop hard 3 or 4 time do they loose stopping power, if so it could be the accumulator not holding pressure, either way get some one to look at it before you burn up the pump.

95 p38 and the accumulator is new and when i step on brake there is no brakes at all im not driving the truck so burning up the pump wont happen i just pulled out the modulator and was just wondering should i be able to push the shaft in with out power applied to it? also when i got the truck it was like this
peadl would just go to the floor...

You've got an internal leak somewhere. I'd put my money on that plastic washer having disintegrated. If it were me, I would just purchase a used modulator from a parts rover. Before you replace the modulator, make SURE the pump is pumping fluid. Disconnect the out going high pressure line, turn the ignition on, and see if it pumps fluid.
