Default small tubes by the headlights?

What are these little tubes by the headlights? Are they fiber optic of some kind to tell if a headlight is not working?

They're "keepers" for the light pigtail. The hook is supposed to go through one of those holes.

I was just today noticing these tubes and wondering the same thing. Could only guess they were some sort of loom hanger and in fact put them through the holes. Sometimes you get it right.
