Default Rough Idle (need help)

Have a 1996 disco has new plugs and wires and still idles rough the check engine light comes on p1307 misfiring on no 7. Did a compression check on all cylinders 175- 180 on all cylinders. Its running rich the no 7 plug is a bit damp form I think fuel.
Is it possible that the push rods are bent? On cylinder 7 I live in Toronto and it's due for emission test I know it would not pass. I need help

If your plug is damp from fuel, id lean towards an ignition issue before i jumped into valvetrain. If you've got compression and fuel, your lacking spark.

You can check the spark on each cylinder by removing the spark plug, plugging it back in while it is out of the cylinder, firing up the truck and just look for the spark.

They have 4 coil packs (2&3) (4&7) (8&5) (6&1) if one of the packs fail would the engine still run?
