The ultra gauge is what most of us use and it works fairly well.
That make a big difference saying that the fan only come on when stopped and less often then we were originally thinking so at a stop you may be getting warm which would cause your fan to kick on and then off when you start moving air threw the radiator again.........
You really need to get a ultra gauge to monitor your temps more accurately.

I would also recommend DISCO MIKES major service especially on your cooling system. Sounds like you might have a bad fan clutch or a bad T- stat or blockage somewhere in your system. Did you change the fan clutch when you changed the water pump? Every time the temp reaches 212° the electric fan is designed to come on. 212° is to hot........ normal temps should be between 188° & 194° when driving and as high as 204° at idle any higher and things are going wrong.

lr2001silver - Sorry I didn't mention that the fan wasn't on at all times, I had to think some more about what was happening.
I did not replace the viscous fan at the time of the water pump, the water pump was just seeping a bit so I replaced it as I had to replace the front cover gasket also. A very knowledgable mechanic tested the viscous fan a couple of weeks ago and said it was fine. Perhaps I should get a second opinion.
I am going to replace the thermostat again this week. I have read in some of the threads that the coolant system needs to be blead / burped, is this true and could it have anything to do my issues?
Is there a coolant temperature sensor that I should also replace?
I am also going to look for a scanner also right away.

I won't start throwing parts at it, not the expensive ones... unless I have too!
I don't mind changing out the t-stat, and a temperature sensor as they are not that expensive and if it allows the ol' Disco to continue on for another 105,000 miles then all would be well.
I would like to take it out on a long trip North this coming summer so replacing the little things, having "new" for peace of mind is worth it to me! Although I head gasket and such is in need also since it's never been done.
I will be in touch once I get the temp's read.

Make sure your serpentine belt is on the correct way. Routed correctly. Your water pump may be spinning backwards..
Replace your thermostat ASAP.
If it is very cold out - your fan should not come on.
Unless you are LOW on coolant.
Or
Your coolant system is full of air.
When it is so so cold out - your fan clutch - probably would not make any difference as it would not engage.
Put your heater on HIGH.
Is there heat coming out??
If NOT then that is a bad problem.
Air in the system.
Or water pump not pumping.
Replace your thermostat ASAP.
If it is very cold out - your fan should not come on.

I have lots of warm air when the heater is on, no issues there. The viscous fan is turning while the engine is running... should it not be?
I am looking for a new t-stat locally since shipping one from Amazon to me in Alberta, Canada will take a week or so.

When the aux fan is on, turn on the heater to full and open the windows.
Heater should be blowing really hot.
My 2001 does the same thing.
When I am done with a trip and just idling - the temp must sneak up and I get the aux fan to come on.
Irritating.
I was thinking my radiator is plugged.
Or my fan clutch is bad.

Viscous fan SHOULD turn no matter what.
When the fan senses temperature, it locks the clutch to drive the fan faster.
If your radiator is plugged - the fan will not get temperature and spin faster.
If the fan clutch is shot - the fan will not spin faster.
Here is a test---
In the morning when you first start and take off - you should hear the fan ROAR for a few seconds until the viscous stuff in the fan settles out.
If that does not happen, may be time for a new fan cluch.
That is where I am headed.
