Default '95 Disco won't start "click"

I took out my center console to work on my diff lock linkages as they were disconnected. It seems I must have upset something somewhere because now it won't start.

The brake sensor appears to be working because I can't shift out of park unless the brake is pressed. The sensor which detects which gear I am in appears to be working because the reverse light comes on when I select reverse. Yet it won't start in park or in neutral with the brake pressed. I just get a click from a relay. The relay that clicks is on the right of the footwell under the panel there, it's the bottom left relay.

Starter motor will not turn.

Any ideas what might be wrong?
