Default E-Brake questions

I have removed the drum and searched the cable and can't find the adjustment for my 99 Disco's e-brake. Am I over looking it? Does it even exist? I am having problems with my pads rubbing when the handle is fully released. My pads show signs of spinning instead of holding wear, but no metal to metal. It is like the spring that releases pad pressure is weak. Disco Mike you helped me with the first diagnosis, and asked me to follow up with you. I appreciate your help and any advice in the future. I am also interested in the best way to service tranny and transfer case.

isn't the ebrake attached to the tranny and not the rear brakes?

I have never had to adjust the e-brake cable but I belive the adjustment is under the e-brake handle, I think.

E-brake is in the drum located on the front of the rear driveshaft. That's why you have to use caution when jacking these things up. The brake only acts on the rear driveshaft.
