Was your air condenser needing replacement in addition to the fan? $100 sounds like a good deal for both parts.

From simple testing on my 97, the viscous fan always spins, presumably its sole functionality is to cool the engine. The air condenser fan spins when AC is turned on.

I am confused by some claims that the air condenser fan starts to spin when car is idle such as at a red light to cool the engine too. It's reassuring from your efforts that you seem to be sure the condenser fan only cools the AC system rather than the engine. Otherwise I would worry how much overheating the 2000 engine has already suffered.

If this is a non-critical system, I can take my time to look for a fan and diagnoss how to fix the AC system. Before I sink ~3.5k to buy this rover, any other common problems associated with the D2 I should look for? I heard about the head gasket.

No, I just figured for the price I'd go ahead and have it if I ever needed it. It seems that I remember reading the the a/c fan does help with radiator cooling when needed. Search "condenser" and there are a few threads discussing this.

The ac fan kicks in when you are idling and the main fan cannot provide enough air flow.

Take the car to an indy LR shop and have them do a pre purchase inspection, this way they can tell you what's wrong and give you repair estimates. It will be the best $ you spend before buying something that may cost you thousands to repair.
