The AUX fan runs when the AC is on to help remove heat from the AC condenser, as this is one of the principles of how the AC system functions. If you are moving the fan is somewhat redundant however when sitting still it is necessary to keep the system functioning efficiently. After verifying the compressor is running when you engage the AC, the next step is to get a set of gauges and see what the system pressures are. Too high due to blockage means the system will shutdown the compressor. Too low due to inadequate charge will also shut it down. You can wing it and got to the auto parts store and get one of the cans of R134 with the gauge on top and see what that says as you try and add refrigerant. If the system is simply low then you may be able to get a season out of it. The only reason it would be low however is due to a leak, so you may be wasting $40 if the leak is severe. Having someone read the system pressures is the safest way forward.
