Can the steel Exhaust Manifold Gaskets be reused if in good condition without issue?

You can certainly try.
I generally never reuse them. I have, in a pinch, reused them after coating with spray Copper Gasket.

I wouldn't. Why go through all that work only to have an exhaust leak and have to do it again?

Re-used mine after a cylinder head gasket refresh on a 1997 and 2001 Discovery respectively.:D
