Rear Bumper taillights

My rear bumper taillights do not work in my 2000 discovery II. The amber turn signals work fine but not the red side. I checked the fuse and its good. Bulbs are new. Are these running lights or stop lights?

Thank you,
Willie

They are not tail lights or stop lights, they are the Rear FOG lights.

Thank you, I pushed the fog light button and they came on.Do you only use them in foggy conditions because they seem kind of bright, likebrake lights.

UP-What do you know about heavy rain? And brake light? We dont stop.

We only use them in those conditions if we are out of the city, like on the expressway or country roads.
