Default Rear suspension possesed

I have an '00 Disc. The back end will go up to regular height and the 3rd off road height. However, it usually rides at the lowest loading heght and is very bouncy. There seems to be no rhyme or reason to when it goes all the way down but is usually within a few miles of startup. Sometimes it will raise on it's own when it starts up but those times it goes down as soon as it gets to the top. The rear step drags over things at times when it's all the way down and is rusted off where the hose attaches to it. Could the problem be as simple as air leaking from the step?

Your air ride is bad. Very common problem on D2's.

First, it is not a common problem, as you make it sound, second, I can't even figure out what he has taken a picture of.

The rear step is all mechanical. The picture shows the shock ( rusted off the step arm ) that raises the rear step to its upper position.
No relation between the two. Had mine replaced ( rusted rear step ) already.
