Default Rust on sleeves

Pulled the heads. A few of my liners have rust on them. It's surface rust only, with no pitting that I can see. What's the safest way to clean it off?

Tried wiping with oil and ATF to no avail.

On the ends or in the bore? White vinegar is a great rust remover. It has to set on it for a while though, then it will pretty much just wipe off.

You can also try a bottle of rust remover at Walmart, its a mild acid that will wipe the rust off.
You can try a honing ball, its a tool you put in your drill and spin it inside the cylinder.
