Default Shuttle Valve Question

The three amigos showed up and I took the rover into an independant shop. They said I was triggering a Shuttle Valve code. Instead of replacing it he reco'd a shuttle valve kit for 90$. He is charging me about 300$ to do the job (part included). What is this part he is replacing and is it a 3 hour job? What is a shuttle valve?

The replacement of the shuttle valve may or may not fix the problem, it is a 50/50 roll of the dice. If it fixes the problem, the $300 spent was a great deal when you consider a replace unit is into the $2500 range.
The new shuttle valve assembly has been up dated to take care of some old ABS issues that have been showing up.
