difficult to fill fuel tank

difficult to fill fuel tank
In typical newbie manor i need help please!
My father has a 14mth old freelander auto which suffered a rear o/s hub bearing failure.
after an effective repair under warranty the fuel tank is incredably difficult to fill, as if the vent is blocked.
i have looked under the car but cant see why the tank would be disturbed, and it does not look as if it has been.
when he first had the the vehicle I did not notice it took a long time to fill, but now it takes more than 10 mins to get it full!
Any body have any ideas? is the vent pipe behind the plastic wheel arch? what is under the panel just in front of the n/s wheel.
i would be most greatful for ideas as he lives 200 miles away & thus there is not a lot of time at the weekend to mess about.
Obviously he could send it back to the dealer but as ever it is better sent back with a fix........ suggestion
