2016 Range Rover Sport Truck Foam

I own a 2016 Range Rover Sport and in the trunk, there is a foam piece with precut cut-outs. Any idea what goes into those cut-outs?

Also, does anybody know of a locking gas cap that is yellow (or green) for diesel?
