the only fuel filter on a dii is the sock on the fuel pump inside the tank, access is gained under the rear carpet.
But i dont think that is your problem, whatever is hold your fuel pump relay open could also be holding something else open.
that being said it may not hurt to open that access panel and check that your pump is actually lift fuel out of the tank we you put power to it..
