Default OBD recs?

I have a 2015 LR2. Does anyone have any recommendations for a cheap OBD tool? (U.S.)

Brownie points if someone can explain what the “Service Required” message covers vs a specific light. (No check engine light/other caution/error messages)

Most likely an oil change message. If you had it done recently, the tech did not reset the message.

it is a general message displayed on the basis of mileage.

I use the Autel Maxi AP200. It works pretty good. As for service required its time to change oil. You can clear the service required in the settings on dash

I also use the AP200. Can be used for many other cars too.

For the AP200, do you have to renew the vehicle-specific subscription every year?

Only if you already have an AP200, activated it with diagnostics for another vehicle, and decide to add more diagnostics. The diagnostics you choose as the first to activate has no expiration. If yiou have more than one type of vehicle on which you want to use it, it's probably a better idea to buy another AP200 for each.

For the second vehicle, do you have to renew every year just to continue using it for the second vehicle? Or can you buy the second vehicle for one year and skip any available updates by not renewing for subsequent years? I think I know the answer, just confirming.

No. Every time you buy an AP200 you activate one brand of diagnostics and that is for life. For additional diagnostics you buy a subscription and it expires in one year, whether you update it or not. It's better to wait until they are on special and just buy 2-3.
