After frustrations with a cheap china OBD that would never connect to any phone I desperetly needed something to get past DMV smog test. Found
the Ancel AS100 for under $20 has its own display so no USB issues. This is a basic reader for reading most all codes and resetting, not a professional mechanics tool. Software updates free for lifetime.

For a few bucks more you should have bought an Autel MaxiAP AP200 that can not only do OBD2 but also understands how to talk to the modules in your car that are Land Rover-specific.

Amazon Amazon

And for the smog test, dump a bottle of Cataclean into your fuel tank a few days before the test and drive your car normally. Just clearing the codes will not keep the DMV computer from detecting higher smog gas levels.

You will also not pass smog after clearing codes, until you do enough driving to reset the monitors.

I can do that in about 30 minutes, assuming a cold start, but you have to drive a very specific profile. Typically it will take 2-3 days of daily driving to reset.
