Default Pump Secondary Air

I recently purchased a 2000 RR I noticed that the pump secondary air was just hanging in the engine compartment. It appears that the rubber parts that hold it to the u shaped bracket were cut. What exactely does this pump do?

It is part of your emmissions system pumping additioal air into the exhaust to help burn off more polutants.
I should be repaired, this will effect your cats and possibily yor O2's.

Disco, Thanks for the help. I am not sure if it is broke. It looks like it is hooked up and functioning it is just hanging there though. I will purchase a new one and have it installed. Thanks again!
