With an 03 grill sure it will work. The 99-02 grill sits lower vs the 03-04 grill due to the 03-04 bumper being taller in the middle vs the 99-02 which is lower.

They do go underneath.
You may be able to flex the top of the A pillar covers enough to remove them, but likely you'll have to get the A pillar cover off of it's top and middle clip to move it over...

If you're running the stock 16" size (255/65-16) then you could just get a stock 18" size (255/55-18) and they will be the same diameter and cause no problems.
