Default 11/1997 disco se with OME lift

hi guys just need some advice. I have already read the threads on buying a disco, still can't make up my mind. it only has 199000 km on it, the diff works engine runs quietly no burning oil or coolant. no rust, interior is so/so, no signs of leaking sun roof. power steering wasn't working very low fluid. needs tires and the rear door latch needs attention. the hood release is broken and the rear windows don't work. neither does the rear wiper and the exhaust manifold where it connects to the pipe needs a gasket. rear axle driver side needs a seal. is it worth $3800 CAN? doesn't look like it was abused in fact it hasn't been insured for almost a year. just driven around a farm yard.
should i go for it? I grew up in a VW shop and have access to a work space but i'm not an automotive mechanic. i would appreciate some feed back.

Go for it, low ball them though.
Most of those are easy fixes.

Have you made sure about no rust, you have to pull carpet to make sure, the aluminium skins on the body can really make these trucks look better than they really are. If you have no rust the rest of the things aren't deal breakers but could add up so definatly shoot for a low price.

I didn't pull the carpet but crawled underneath and poked around the usual spots. nothing was soft. in my province the vehicle needs to pass a safety inspection in order to be insured. the rear windows ,rear axle seal , rear wiper ,exhaust problem and no DRLs would fail it. I'm hopping to get him to fix these problems before i buy it.

He will not fix the problems, thats why it has been a farm truck for the past year, it wont pass inspection and he wont pay to fix it.
The hub seal is $3 USD and a half hours work.
The rear windows is a broken circuit board on the window lift ECU, 15min if you can solder.
Rear wiper could be a bad motor, bad switch, fuse...
Exhaust is a $5 USD gasket.
Rear door handle needs lubed.
As for the DRL's, could be a bad relay, bad bulbs or something else.
My bet is on a bad relay.
Like I said, low ball him, offer him half and remind him that it will not pass inspection and unless he is going to fix it he will never sell it.
Expect a counter offer, but do not pay asking price.
