There is a electric solenoid that prevents you from shifting into low range while moving.
It goes bad and prevents you from shifting into low.
Remove it.

Mine did the same. It was the solenoid useless piece of part. Yank it out

I dont have a pick but I can tell you, it is a pain to get to. it is on top of the transfer case to the passenger side right under your shifter. the best way to get to it is to pull the shifter out( you can leave the cable attached if I recall correctly). its one of those spots where you can see it, or reach it, but not at the same time.

page 638 of the electrical components location table in the rave. the pic is from the right side but you can see what it looks like. 4 bolts and an electrical connector. I used some rtv to seal the cover back and also filled the connector with it to keep water out.

Can you shift from high to low or H lock?
If so then it is your linkage, if not it is the solenoid. Here is a picture of the t/case, the solenoid is under the round cover, on top of the t/case and is held down by 4 bolts.

I pulled the carpets out of mine and made my own access panel in the sidewall of the tunnel. I would rather do that then go thru the trouble of removing the shifter. If you look at my previous posts ,you will see it. My hard drive crashed and we had to get a new computer so those pics are forever lost. But look at the pics link in my signature and and you will see tons of pics on the shifter linkage. Like DM said, it is a round looking can with four fasteners securing it on top of the t/c.
