- He's using adapters since the wheels appear to stick out more than stock
- He's not in the U.S. (tag says Bogota, so maybe he's in Colombia), so the laws there will be different than here (where only law enforcement, etc. can have lights and sirens [looks like a siren between the flood lights]).

In some states, it's illegal just to have blue and red lights installed on vehicles not specified in the law except those belonging to or operated by by the state or those operated by contractors allowed by law to install and operate oscillating emergency lighting. You'd definitely have to check with the local authorities.
