Default strange, 6th wheel?

Looking under my truck I found this strange wheel. It spins freely, rotating around a bolt. I was wondering if anyone had any idea what it was for?

That is a vibration damper for driveline vibrations, there should be a cable attached to it to keep it from falling off and bouncing off the road and into a windshield.

Ahhh I see, well as the picture shows that cable your refering to isn't connected to anything, where does that connect to?

I have one too haha but it isn't completely attached to the axle. It has a bolt missing.

Just remove it. If it spins freely that means its doing nothing anyways.
