In European vehicles all turn signals are required to be amber and NOT red

Are you referring to the light in the vehicle itself or the one in the bumper?

I was talking about the one in the vehicle. I didn't know there was a turn signal in the bumper. Thought those were all just marker lights. Which one on the bumper is turn signal? That might be my problem if both of them are blown.

There's one on the rear tail light by the back door (2nd light from the top) and one on the bumper (outbound) the lens is amber in color where the turn signal bulb goes. There's also one on the fender, but don't think that affects the system if it's not flashing.
