03 DII does not want to turn over
New to this so I apologize if this is a repeat post.
First I would like to tell you all what we have gone through first. Relays and fuses have been checked and are good. All the lights on the dash come on electronics in the car come on. BUT does not crank when the key turns. Me and my father-in-law are stumped right now. Any help or guidance would be very much appreciated

Have you had the battery load tested, at a parts store? Are all of the terminal ends, pos and neg, clean and tight on battery? You could check ground cable at alternator bracket...loosen it and clean terminal end and mounting area (known problem area). If the battery checks out okay, cables are tight and clean, ground cable secure and clean...slide underneath, pull starter shield out of the way and jumper across the large terminal and small terminal...if it turns over...issue somewhere in ignition circuitry. If it doesn't...starter is bad.

Do you hear a "Click" when you turn the ignition key? Something like a starter relay trying, but maybe not having the voltage for the starter to turn?
If Yes, check battery voltage and starter cable connections.
If No, you turn the ignition key and there are no sounds at all, but the dash lights such as Service Engine, Low Oil Pressure, et al come on, then press the Rollover Protection Circuit button on the firewall under your hood.
If neither of the above applies or helps, then is your Red alarm light on your dash solid, flashing, or off?
If Yes, check battery voltage and starter cable connections.
If No, you turn the ignition key and there are no sounds at all, but the dash lights such as Service Engine, Low Oil Pressure, et al come on, then press the Rollover Protection Circuit button on the firewall under your hood.
If neither of the above applies or helps, then is your Red alarm light on your dash solid, flashing, or off?

OK, you can jump the relay in the fuse box, do that to test the starter relay. If it does not spin, you can check the voltage at the trigger wire on the starter. If there is voltage there, then you have a bad starter relay. Turn the key, make sure you have a closed circuit across the starter fuse box relay. Have you downloaded the Rave manual and looked at the wiring diagram?

Check starter relay circuit or jump relay. If you jump relay and it doesn't start, then you know that you have to go from there to the starter...if it starts, then you have to work your way back to the ignition switch. Had a bunch of wires rub through under my fuse box, located in engine compartment. There's a metal edge that they lay against and eventually rub through. Three bolts hold the fuse box in place, easy to check out and would be where l'd start after doing relay bypass.
