2004 locking diff??

I have the exact same problem on my 2004. I can move the shifter over a little bit but I am afraid to lean into really hard. It does move a little but I dont see a light on the dash indicating that the diff is locked. I just changed front driveshaft and the transfer case fluid and everything seemed ok.
Any particular spot I should look at to hit with PB Blaster?

The handle should move a few inches to the left when locked. There's a 1/2" thick rod that moves left and right when you actuate the shifter, and corrosion binds the rod in its housing.
The gear lever on mine would have broken before it came free. I had to remove it from the truck, hose it with pb, pinch the square end of the 1/2" rod with a bigass cresent wrench and very gradually work it loose again.
If you aren't mechanical, this may be a bit tricky. The amount of force needed to get mine loose could easily have broken it if I went too mongo on it. I was as gentle as possible while still applying a lot of force. It's tricky.
