97 Disco, are they smogged for 50 state?

I am thinking about buying a 97 Disco but I believe it isn't smogged and it comes from kansas. I am in CA which has tighter smog rules than most states. One of the things the ca dmv site says is to look if the car was manufactered for 50 states which means it says it's smogged for ca. I have not yet bought this vehicle and I am sure it has smog problems according to the ad. The asking price is very low since the seller says it leaks oil and steering fluid. The price by the way is 1500 firm. I have found another seller selling a 94 disco for 1600 so that might be a better deal.

Unless it was originally sold in CA then it cannt be registered in CA.
So no, a car from Kansas cannot have a CA plate.
50 state emissions is the Federal requirement, each state can then impose stricter emissions reguirements.
CA and NY have the strictest emissions regulations in the coutry but NY is not as strict as CA.
So, you must buy a LR in CA since you live in CA. That way you can avoid any confusion.
There are ways around it, but the simple solution is to buy a CA LR.

The car is now in CA the seller moved from Kansas recently and wants to sell it here in CA. I believe the low price is due to the complicaion of smogging the vehicle here.
I did run across a 94 disco that was always here in ca and is the same price, so probally that one is my best buy. Not sure of the mileage on the 97 but the 94 has 140k.
