Default Blower motor

I bought this blower motor: For 2000-2004 Land Rover Discovery BlowerMotor Front 85782KK 2003 2002 2001 - 75015 Four Seasons

The cage is "notchy" when I spin it by hand, with out any power connected, it is not a physical resistance, seems more electrical, if that makes sense. Is that normal? shouldn't it spin smoothly?

Before I start tearing things apart to install a defective item I wanted to get some opinions.

I know I’ve had electric motors that feel like that, I think magnet moving by stator contact. When I replaced my blower motor (used LR), I don’t remember feeling that. I don’t remember it being a very difficult or time consuming job.

Bench check it by adding 12VDC to it before install.

That looks like the one from Four Seasons that I just installed, but the numbers are different. I did try to spin it and it didn't spin freely. Rockauto.com had it for $47 and it works well, if it's the same one.
