1995 Discovery, 3.9, auto normal opions and a motorolla cell phone

I have:

On the passenger side, under the dash but close to the center console and very visible...

6 purple wires hanging down and all twisted and attached together. Although the wires are all true wires of the harness, its obvious, the way they are tied together, isn't from the factory. Weither they are connected together or hang independently, the vehicle and its acessories seem to be fine.
what are they for ????

Next...A GREEN plug joining 9 wires together had rotted and been removed. It was a green male connector with the wires entering it and a female plug or cover accepting with what appears to be a solid copper line running lengthwise, to join all wires together. Again, these wires are part of the harness, they are: 4 green and white, 4 green and red, and a red and black. The vehicle and its acessories, seems to run with or without them joined??????
What are these for????

Could it be part of the wiring for a radio that was replaced with another one?
