Default Electrical question

Noticed my fuse for my horn was blown, so I changed it. But afterwards, the horn would not stop sounding. I had to disconnect the fuse. I am assuming it has a short. Any advice on how this can be fixed?

Are you sure it is a short and not a stuck horn button?
