Hey, I got the same problem. No BS.
I think it happens when on an incline, and the lil inertia lock in the mech grabs hold. Try it parked on a hill, and see if it releases. It will stay hooked as long as there is tension on the belt so try to get slack at the mech and jiggle.
I would have the fix, but the day it happened(parked uphill in a steep driveway)is the last time I drove the truck, under repair.......
For clarity or readers, when you fold the seat down the mech takes up appx 4 inches of seatbelt, so when the mech locks and you try to fold the seat back up you are 4 inches short of seatbelt. The belt is taut before the seat can be fully pushed back and locked into place.

Same thing happened to me! I tried to various things to get it to unlock and reset but gave up and as I seldom load 3 guests into the back row I just removed it. I saw a replacement OEM on Ebay for $60 or so and figure if I ever feel the need for it I will buy one and install it.
Funny that it is the middle one for all the ones mentioned here, another Land Rover engineering fail I guess.

I just had this happen to my 2000 discovery II. I unbolted the mechanism with a socket, tried to tinker with it but to no avail. It's locked! After disassembling the part, I found that a small green plastic piece was the culprit. It is very flexible and easily moves out of proper alignment. Not sure what to do now, but at least I can fold the seat back up again!

Seat belt woes
Whenever I fold down my 2/3 seat section, I always:
1. Buckle the middle seat
2. Take some of the seat belt and run it behind the flip-forward armrest.
That way I have plenty of belt pulled out to prevent this. Just as an aside, if you ever unbolt the other seat belts out, and let them fully retract, they will not release. Trust me.
