Default Fuel Leak

I have a 96 Land Rover Discovery 160K that has a slow start up. The battery and spark plugs have been replaced. The startup often requires stepping on the gas. The startup also works better if you turn the key to the halfway point, wait 2-3 seconds, and then fully crank the vehicle. You can smell gas, and today I noticed a gas leak by the left and right back tires while pumping gas. I don't know if it is the fuel pump... Any ideas?
