The throttle body heater plate is an area that some choose to bypass due to a high amount of leaking from this area, sometimes after multiple fixes. Your's looks bad because that's where the coolant has been exposed to air (and leaking) for quite some time.
When I bought my 04 it leaked there and that was one of my first fixes. Mine didn't look quite that bad but almost. I bought a new heater plate with gasket from A/B for about $30 and used some permatex gasket spray on both sides of the gasket and tightened it up to spec and 1 year and 30,000 miles later it's still holding fine. See the link below for the new part & gasket, you can source it plenty of places.
You can also search around and find multiple lines of thought on whether to bypass the heater plate or not. I chose to fix it and leave it and I've not had issues. Other's it has vexed to no end.

Also, if you haven't done it already I highly recommend a complete rebuild of your cooling system. Your 02 is 15 years old and new hoses and a new radiator (along with an OEM 180 thermostat) are warranted. This will help keep the engine you are spending so much time on tuning up running healthy and cool for another 5 - 10 years..

I was pro Atlantic British my first few months of ownership but quickly learned to troll eBay, Amazon and guys that support the forum like Lucky8 others. If you are slightly patient then it really isn't too expensive to own one of these. At least any more so than any other 13 to 18 year old car that would need all of the same kind of TLC that these do.

I use Atlantic British to get an idea of what I don't want to pay then check lucky8 and then over seas. I try to give my business to lucky8 but sometimes I can't pass up some of the deals I find in the U.K. Sucks I know but we are all trying to save what we can without making the other half too darn mad at "blowing money on a toy" as my wife says
