Default Idle Air Control "Plunger"

I removed the Idle Air Control body from the intake and cleaned it out with carb cleaner and q tips (looks great)

I noticed that the part that is black with an electrical connector has a "plunger" with a spring

The spring is rusty and I cannot move the plunger at all back or forward, even when applying a good amount of force

should this move much at all, and if so should it move by me pushing on it?

Thanks

(trying to fix idle issue of when car is @ operating temp it will go from 1000rpm idle to 200rpm then bounce around a little bit for about 30 seconds then stall)

So is there a question here or just information?
There are good guaranteed used parts for a lot less money on line.

summary...

shoulds this move easily? (by pushing and pulling with my hands)

Mine will not move AT ALL with my hands

I read a couple things about these and it seems as if they are supposed to move... should I WD40 it until it moves, then clean it really well, or just get a different one?

What do you have to loose?
Clean it, Liquid Wrench it, dont WD/40 it, it containes water and will make things rust.
Silicon spray, whatever. It is does not work then buy a new one.

after applying LOTS of pressure (pushing it down into metal) it still will not move down, how exactly does it work?

Say What?!

Have you tried plugging it in and turning the ignition on, see if it moves at all? It must be connected to 12v for some reason.

I do not know why, but WD40 will make things rust, it is not a lubricant either.
I did not know this stuff until I went to training on our products.
Sprayed to steel bolts, let them sit on the desk, a week later the WD40 bolt was rusy, the other was not.
