i think traction control system 99-04 is better the locking transfer box
the abs system grabs the wheel that slips so the power goes to the
other wheels when you press the gas. locking the transferbox will disable
the traction control system on 99-04 disco when locked.
any year 99-04 disco LT230 transferbox will due

another question is why would the traction control be disabled when the cdl was engaged i thought that it locked the front and back together not the left and right

The locking transfer case is far superior to the traction control alone, in every sense. I used my lock tonight in fact getting through a snowbank in front ofa friend's house. We were parked in from behind by another carand my only choice was to plow forward. With the unlocked diff and TC alone I got stuck. Locking in the center diff allowed me to bowl right on through.

For the '03, a transfer case from an '04 is what you need to get the locking center diff.

Just to clear things up, locking the CDL, does not disengage the ABS or ETC unless you do it a certain way, which by the way can be of great help when out on the trail when trying to back down a really muddy hill.
I would rather see you buy a used 04 t/case and linkage from a wrecked Disco because ther were a number of up grades made that make it a better choice.
If you have any questions, get back to me and we can talk.

Traction Control sucks. End of story. I'm currently shopping for an '04 locking transfer case. My buddy with the same rig I have has a CDL and he has far less trouble than I do on certain trails. TC has some merit in some situations, but when it doesn't work....it just doesn't work.
