Oil passages for timing cover/chain?

Should the inside of the timing cover be wet with oil? What about the timing chain? Is there an oil passage that's suppose to spray oil into that area? Rave has a lubrication diagram that isn't showing anything, but it's also a pretty basic picture.
I was replacing the oil pan gasket and looked up into the timing cover area. It's bone dry in there, and the chain was dry to the touch. The vehicle had been sitting a few days, but not that long.
The rest of the bottom end of the engine was dripping with oil/wet with oil (and looked great).
No oil pressure light. Engine was rebuilt about 1.5 years ago.

Did you solve the problem, and did you find the oil passage? I have 2016 Range Rover TDV6 3.0liters, the oil pressure light keep popping when I do small acceleration, but goes away at idle, I already replaced the oil pump. So I believe that the oil passage at the cylinder/camshaft might get blocked.
