re: the broken bolt.
Take the socket that will fit over the shank and get a size smaller.
If you can, heat the remains of the bolt red-hot. This will both soften the shank and break any corrosion in the threads.
Hammer the smaller sized socket on the shank.
Let it cool.
Twist it out with a ratchet.

And thanks to Amazon, the replacement O2 sensor arrived and was installed today. All is good again.
Re suggestion for socket on the broken bolt, that's a great technique I will remember, but unfortunately in my case there isn't enough protruding shank. It's probably no more than 1-1.5mm of stub, so it's enough to keep the bracket from pivoting around the lower bolt, but not enough to grab on with a socket, or vise grips, or anything similar.
