Default Random No Crank

On occasion my 2003 Discovery will not crank at all. The battery is fine and so is the starter. It is almost like the engine is immobilized. This is so random that I do not even know how to test it. Some times all you need to do is pull the key out and put it back in and it will start up. Other times you will need to wait a while get it to start. Any ideas?

I attached a service bulliten for this problem. Let me know if you get it. You will have to let Rover fix it though. My dealer only charged me $100 to re-program it. They even washed it for me since it only takes about 5 minutes to do the flash on it.
