Pretty hard finding a Safety Devices full roof rack for my 2004 Disco II, looking for one with lights will pay a fair market price. Any suggestions?

Patience. They are very difficult to find and when they pop up for sale they go fast.

just buy a voyager rack from roverracks.com ?

......to find a SD rack for your disco will run you around 500-600 $ and thats without lights...then you need to worry about ware or rust....you can get a brand new SD knock-off just as good for 900$

They are being sold, new again, thru a importer on the East Coast but they are about $1400.

Either do a Google search for Saftey Device or contact John at Expedition Exchange and see if he is able to get them now.

You could also consider a BajaRack.
