I would not use a jigsaw, it would be far to rough, use a dremmel type multi tool with small cutting discs. Much more controllable and less violent. A hole saw will work to, as long as you get one of the right size, again depends also on which snorkel you buy. A hole saw for example would be useless for a mantec snorkel like mine.

ITS VERY SIMPLE...
You dont cut just one time...
When you are working with something that you only have once chance at getting right..
SNEAK UP ON IT!!!
Use Blue Tape on the fender, then mark out what the hole needs to be
Start with a hole saw smaller than the hole you intend to make
Then use an pneumatic recip saw, dremel or a jigsaw, to sneak up on the actual hole size.
Use the correct blade, some blades are more aggressive than others, some cut on the upstroke, some on the downstroke.
Finally have a good sharp file if you need to fine tune it..
